• Conceptual Reports and Feasibility Studies

  Planning studies to project water, sewerage, and stormwater management facilites required to accommodate current, near future, and long-term needs. Develop Wastewater Management Plans.

• Final Design of Water, Sewerage and Stormwater Facilities

  Preparation of detailed engineering plans and construction specifications for competitive bidding, including wastewater treatment plants, compost facilities, sanitary sewer systems including major interceptors, low head pressure sewers, water supply wells, air stripping for VOC and radon removal, and chemical applications. Instrumentation and SCADA systems, electrical work, and standby power.

• Forensic Engineering
  
  Provide expert advice and consultancy to Municipal Lawyers and Special Counsel concerning the following items:
  
  • Establishing reasonable value for construction claims and provide expert testimony in arbitration or in court in New York, New Jersey and other States.
    
  • Litigation concerning construction accidents, including fatalities and significant property damage
    
  • Design defects, product liability
    
  • Arbitration of disputes
    
    
• Regulatory Agency Approvals

  Prepare all formal applications for requisite agency approvals prior to start of construction:

  • Federal Permits (i.e. COE, USEPA, DOD)
  • State Permits (i.e. DEP, DEC, DOT, SEQR)
  • Local Permits (i.e. County, Municipal)
    
    
• Funding Assistance

Prepare all formal applications for financial assistance (i.e. grants, low interest loans from Federal, State and County Agencies).

• Construction Supervision and Inspection

Provide response to bidders questions, assist in bid receipt, tabulation of proposals and formal recommendations to award construction contracts. Provide full or part time construction observation of public works projects, including detailed inspection reports, review of contractors payment requests, change order preparation, conduct interim and final inspections with funding agency personnel.

• Initial Startup and Long-Term Operational Assistance

Provide detailed First Year Operational Assistance and Personnel available for day-to-day operation on a long-term basis.
